REQUEST FOR EXPRESSION OF INTEREST: END OF PROJECT EVALUATION AND LESSONS LEARNED STUDY OF THE FARMERS’ COOPERATIVE DEVELOPMENT PROJECT (FCDP)

The Association of Church-based Development Projects (ACDEP) is a network of forty church-based development NGOs in Northern Ghana. The member NGOs are active in a number of areas, including agriculture, healthcare, social services, micro-credit and gender mainstreaming. ACDEP and its members are, collectively, the largest local NGO in Northern Ghana.

ACDEP and its agricultural network partners are located in rural parts of the three northern regions and work directly with rural farmers, providing agricultural extension services and other rural development interventions in a bid to increase production and productivity and thereby enhance increase incomes of rural farmers.

In April 2013, ACDEP received funding from AGRA to implement the Farmers’ Cooperative Development Project (FCDP). The project is to build the capacity of small holder farmers organized into farmer based organizations (FBOs) in the Wa West, Wa East, Sissala East and Sissala West districts of the Upper West region to enhance the business capacities of the FBOs at both the community and district levels to become strong and viable business enterprises and to effectively coordinate and support the activities of their members. The project ends in December 2016.

ACDEP is seeking the services of two consultants to conduct an end of project evaluation to assess the results of the project, determine the level to which the project has achieved its main objectives as specified in the project proposal. The consultants will also conduct a lesson learned study of the project and make overall recommendations that will inform future project designs and implementation strategies

Profile or expertise required (education, and experience as appropriate)

A.  The team leader/expert is expected to fulfil the following minimum requirements:

  • Post graduate qualifications in Development Studies, Rural Development or Agribusiness Development
  • Experience in development research preferably in agricultural related fields.
  • Familiarity with facilitating capacity building interventions for smallholder farmers
  • Strong quantitative and qualitative research skills.
  • Familiarity with small farmer production and marketing
  • Experience in gender analysis
  • Experience / knowledge in FBO and or cooperative development
  • Preparedness to work in the Upper West region.

Additionally the following are also required

  • The team leader is expected to be fully familiar with the Project Management Cycle and Logical Framework Approach.
  • Demonstrated sound experience and knowledge in planning, implementation, follow-up, monitoring and evaluation preferably in value chain development/design, facilitation and analysis.
  1. Any other member(s) of the team are/is expected to fulfil the following minimum requirements;
  • Post graduate qualifications in Development Studies, Rural Development or Agribusiness development
  • Expertise in business development and private sector development issues with particular reference to agricultural marketing for small producers
  • Familiarity with facilitating capacity building interventions for smallholder farmers
  • A professional with strong analytical and evaluation experience,
  • Demonstrable work experience in development work,
  • Fluent communication skills (oral & written) in English.
  • Experience in value chain design and analysis and farmer based organizations
  • Willingness to work in the Upper West region

Additional profile

  • A proven experience in planning, implementation, monitoring and evaluation of Agriculture/marketing projects.
  • Computer skills in Ms-Word, Ms-Excel, and Ms-PowerPoint in addition to ability to use computerize databases.
